Restore / Penguin Recovery
§ 04 · Per-System Recovery

Penguin Recovery. We route algorithmic and manual cases differently because they need different fixes.

Post-September 23, 2016 Penguin 4.0 zero-weights manipulative links in real time. Algorithmic disavow is rarely the answer. Manual actions for unnatural links need the disavow plus documented removal outreach plus a reconsideration request.

PENGUIN / HOW IT READS

Four facts about Penguin that govern the routing.

The Penguin recovery question is algorithmic versus manual. The diagnostic answers it first. <a class="prose-link" href="/">SEO penalty recovery</a> entries that look like link-profile demotion route here.

  1. 01

Penguin 4.0 was the inflection point.

Pre-September 2016, Penguin was a periodic filter that applied sitewide or directory-level demotion to sites exceeding a manipulative-link threshold. Recovery required manual link removal, the Disavow tool (launched <span class="cite">2012-10-16</span>), and waiting months for the next data refresh. <span class="cite">Penguin 4.0 / 2016-09-23</span> ended that cycle.

  2. 02

Real-time URL-level discounting changed the recovery shape.

Post-September 23, 2016, the algorithm zero-weights manipulative links rather than demoting the site. If your traffic loss correlates with a Penguin signal post-2016, the fix is rarely a disavow file. The fix is identifying the link-acquisition pattern that produced the discounted links and stopping the source.

  3. 03

Algorithmic vs manual is the routing question.

Algorithmic Penguin demotion: real-time, URL-level, zero-weighting. Manual action for unnatural links: explicit Search Console notification, requires disavow + documented removal outreach + reconsideration request. Routing wrong burns the engagement. We diagnose before scoping.

  4. 04

NoFollow / Sponsored / UGC reclassification matters.

In 2019 Google reclassified these attributes as hints rather than strict directives. The link graph is read with the hints layered in. Manual-action remediation for unnatural-links-from-site requires the correct attribute on paid links, advertorials, and scaled guest blogging.

PENGUIN REMEDIATION

Three phases. Routing decision comes before remediation.

  1. PHASE 01 AUDIT

Read the link profile against the Penguin date.

We map your link profile against the named Penguin rollouts: April 24, 2012 launch, Penguin 2.0 May 2013, Penguin 3.0 October 5, 2014 (0.3% of English-language queries), Penguin 4.0 September 23, 2016. The date the demotion appeared determines the recovery shape.

    • Inbound-link audit (Ahrefs + Majestic)
    • Anchor-text distribution by date
    • Manual Actions report check
    • Algorithmic vs manual routing decision
  2. PHASE 02 REMEDIATE

Stop the acquisition source. Outreach where it earns.

For algorithmic post-4.0 cases: identify and stop the link-acquisition pattern. For manual-action cases: run documented removal outreach with 5 to 15 percent response rate and 3 to 8 percent successful removal. The outreach evidence is what the reconsideration request needs.

    • Identify the link-acquisition pattern
    • Documented removal outreach (manual-action cases)
    • Compile disavow file (UTF-8 / .txt / max 100,000 lines / 2MB)
    • domain: prefix where the whole referring domain has to go
  3. PHASE 03 RESOLVE

    Submit. Verify. Watch the curve.

Manual-action cases: reconsideration request authored to the three-element structure with the outreach evidence package attached. Algorithmic cases: stop the source and watch the recrawl. There is no disavow-resolution moment for algorithmic Penguin post-2016.

    • Submit reconsideration request (manual action)
    • Verify full Googlebot accessibility
    • Re-audit link profile post-resolution
    • Lock in attribute hygiene (nofollow / sponsored / ugc)
PENGUIN QUESTIONS

What operators ask before booking the audit.

  1. 01.

When is a disavow file actually needed?

Manual actions for unnatural links to your site. Edge cases where automated discounting appears incomplete and a Search Liaison communication or pattern signals a specific exposure. Outside those two, since Penguin 4.0 / 2016-09-23 the disavow is largely redundant for algorithmic suspicion. Submitting one reflexively is a common mistake.

  2. 02.

What is the disavow file format?

UTF-8 / 7-bit ASCII .txt, maximum 100,000 lines, 2MB, 2,048 characters per URL. One URL per line. The domain: prefix disavows the whole referring domain. Comments via #. Format errors cause silent failure; the file must validate.

  3. 03.

What response rate does removal outreach get?

5 to 15 percent response, 3 to 8 percent successful removal. Google's reconsideration team does not require a high success rate. They require the documented attempt: when outreach went out, to which contact addresses, what came back. The evidence package shows the work rather than the result.

  4. 04.

What if my disavow file was submitted previously without outreach?

That is the most common rejection cause on Penguin manual actions. Google explicitly states blindly adding all backlinks to a disavow file without removal outreach will lead to rejection. The remediation: run the outreach now, document it, then resubmit the reconsideration request with the evidence package.

If your traffic loss correlates with a Penguin signal or a Search Console manual action for unnatural links, book the diagnostic.

We route algorithmic vs manual first. The remediation shape follows from the routing decision. The reconsideration request, when one applies, is authored to the three-element structure with documented outreach evidence.
